Lots of devil in the details of course but this seems like a very reasonable way to drive demand for clean power, putting the cost on entities that can certainly bear it. [contains quote post or other embedded content]
I suspect this will just result in datacenters setting up shop in not-Massachusetts, so this is probably a win for Massachusetts residents but probably not as much as hoped for the planet
